Reinvest in the Memphis Affordable Housing Trust Fund

As Memphians we believe in an inclusive community where businesses, households, and neighborhoods thrive. The Affordable Housing Trust Fund will not only improve quality of life for individual residents but also strengthen the economy, generate capital, and fortify our city's tax base. 

By signing this petition, you are calling on the City of Memphis to Reinvest in the Affordable Housing Trust Fund by establishing a permanent and dedicated source of funding that will increase each fiscal year. Despite COVID-19 resulting in a local eviction crisis and the exacerbation of housing insecurity, the City of Memphis recently defunded the Memphis Affordable Housing Trust Fund - one of the strongest dedicated vehicles we have for streamlining and addressing the need for affordable housing development in Memphis.We urge our Memphis City Council to fund the Memphis Affordable Housing Trust Fund annually and permanently at a minimum of 2/3rd of a penny of the City’s debt service beginning in FY2022.

Across the country, there are over 750 housing trust funds - the majority of which have increased their affordable housing contributions throughout COVID-19. Many governments have both dedicated public dollars while raising private funding ranging between 10 to 200 million dollars in local housing trust funds for the development and rehabilitation of affordable housing, and supportive housing programs like down payment assistance, housing counseling, home repair, or a variety of other projects. Based on examples of peer city trust funds, it is imperative that the Memphis government secure a long-term and dedicated funding source for a consistent & sustainable public effort to address affordable housing needs in Memphis.
